In a saucepan, combine milk, brown sugar, sugar, vanilla, and salt. Bring to a boil.
Stir in oats. Simmer 3–5 minutes, stirring, until thickened. Cover and let sit 3 minutes.
In a small bowl, mix melted butter, brown sugar, and cinnamon for topping.
Microwave cream cheese 10 seconds.
Stir in confectioners’ sugar, milk, and vanilla until smooth.
Spoon oatmeal into bowls. Drizzle with cinnamon topping and cream cheese glaze.
